Meet Friends of Napa County Animal Shelter

Friends of Napa County Animal Shelter was founded in 2017 by shelter volunteers that recognized a need to develop, fund and manage programs to assist with pet adoptions, lifetime care, promote volunteer opportunities and provide community education so families can stay together.

Friends of NCAS is overseen by a Board of Directors composed of Napa County residents and is supported by NCAS volunteers and others who recognize all animals deserve a chance with a loving family of their very own.

Miryam Chae


Miryam is currently the Director of Direct Marketing at Constellation Brands. She has been involved in direct-to-consumer (DTC) marketing within the wine industry for over 14 years. Since joining Constellation Brands in 2010, she oversees seven wine clubs and 13 ecommerce websites. Before entering the wine industry, she managed marketing programs for enterprise companies including US Olympics brand marketing for Visa and database marketing for KPMG.

Her true passion is in animal welfare and is a founding member and Vice President of Friends of NCAS. She became a volunteer at the Napa County Animal Shelter in 2010 and has since taken on many roles. She manages all web updates for Petfinder to ensure all potential adopters find their match online. She coordinates the Volunteer orientation program and participates in many outreach adoption events in the community. She loves spending time with the shelter dogs and has fostered over 43 dogs, many of which were not thriving in a shelter. Together with the support of her family, she has successfully placed 41 of those dogs in loving homes including two chihuahua-mixes, Poppy and Buddy, who decided to stay at “Camp Chae.”  Together they live with her, husband Gene, their daughter and original rescue pup Pecan.

Michele Dahlberg


Michele currently serves as secretary of the board of FONCAS, and brings a wealth of fundraising experience to the board. She has worked on fundraisers since 2003, for schools and other organizations such as Napa High Spiritleaders, Napa High Athletic Booster Club, and American Canyon Parks and Recreation Foundation. She organized an after-school program for 6 years and now works with the Boys and Girls Club of Napa Valley as the STEM coordinator. Michele served on several non-profit boards, including Friends of Scientopia, CLASE Foundation, Vintage High PFCC, Stone Bridge School Parent Council, and River School Foundation. Michele was a member of Leadership Napa Valley Class 31 and helped co-found Carneros 4-H Club. She also manages a small vineyard and home winemaking operation and is a small group leader at First Christian Church.

Michele has lived in Napa since 1994 with her husband, Eric. They have 3 children, 1 cat, 2 rabbits, and 4 chickens. Who knows what will be next?

Eva Devin

Board Member

Eva has over 19 years of experience in strategic marketing and execution, business development, program management and communications working for Fortune 1000 companies.  In 2009, she left her job leading the marketing department of KPMG’s Silicon Valley Office to pursue her passion for volunteering and helping animals.  From 2010 to 2012, Eva was an active volunteer at Peninsula Humane Society assisting with fundraising events in addition to her hands-on work with grooming and walking dogs.  After relocating to Napa in 2012, Eva became a lead volunteer at the Napa County Animal Shelter.  She has volunteered over 1,400 hours of walking and socializing time to over 3,000 shelter dogs. Additionally, Eva has provided marketing, business development and community outreach for the shelter hosting shelter dogs at local adoption events, and developed partnerships in the community to bring greater exposure for the shelter animals.  Eva also spearheaded “spa days” where she and other volunteers provide long-time shelter dog residents an afternoon away from the shelter.

In addition, as a supporter of The Humane Society of the United State since 1995, Eva was picked in 2014 to join the California State Council for the HSUS.  Since then, Eva has lobbied to help pass laws that have a direct effect on California’s animals including prohibiting the use of elephant bullhooks, making the sale of ivory illegal, and the right to rescue dogs in hot cars just to name a few.

Eva and her family have fostered 10 dogs including one foster failure, Nickels who has been living the good life since being formally adopted by her and husband Don in 2013. Along with Nickels, they also share their home with rescue dog Gertie.

Angela Cooper

Board Member

Angela is a marketing professional with over 20 years experience in brand messaging, marketing communications and strategic partnerships and is the Marketing Director of North America for Hotwire, a global communications  agency.

She has been a volunteer with NCAS since 2009. Having owned and been around dogs and cats most of her life, Angela believes that pets can enrich the lives of families and focuses on matching shelter dogs with their destined ‘furever’ family.  As volunteer, she enjoys learning the personalities of the shelter dogs by spending time with them on walks, in play groups and accompanying them to various adoption events in the community.  Angela also serves on the marketing committee to promote and fund raise for the FONCAS programs.

Angela and her husband, Tom, live in Napa with two ‘shelter alumni’ – black cat Buster Posey and Doberman-Rottweiler mix Benson.

Katrina O'Quinn

Board Member

Katrina is a board member of Friends of NCAS, serving on the marketing committee. She brings a rich background in business management and non-profit development including over 20 years in the wine business with extensive experience in hospitality, sales and marketing, finance, and management. Additionally, Katrina is a founding board member of Sunrise Horse Rescue in Calistoga, CA.

Katrina’s love of animals runs deep and she has been a lead volunteer at the shelter for one year.  There she trains new volunteers and tracks volunteer hours in addition to walking and socializing dogs. She also runs her own pet sitting business in Napa.

Katrina lives in Napa with her husband, daughter and two cats, Finn and Senna, both of whom were adopted from the Napa County Animal Shelter.

Will Marcencia

Board Member

Will Marcencia grew up in Southern California and began his post-college career from Loyola Marymount University in Marketing in the banking industry while quickly realizing he couldn’t do it for very long. He made the career change to entertainment, accepting a contract with Univision’s advertising sales team. With some promotions, he moved over to the company’s newest revenue-generating division, Content Distribution.

Determined to write out his own destiny, he and his wife, Julissa, resigned their corporate jobs at Univision, eloped abroad, blended their last names to start their own legacy, and began their entrepreneurial journey with Wine Down Media. They now own and operate Napa Valley’s Radio stations, KVYN-FM and KVON-AM, with the mission to deliver entertainment, information, and empowerment to the Napa Valley as they guide the media platforms’ evolvement with today’s technology.

Will proudly serves on the Napa County Hispanic Chamber of Commerce and Friends Of Napa County Animal Shelter Boards, member of the Sunrise Rotary club, and classman of Leadership Napa Valley’s Class 32. In 2018, he was a recipient of the North Bay Business Journal Latino Business Leadership Awards in addition to Napa County’s Neighbors Helping Neighbors recognition.
